API 653 Tank Inspection Service
ALL ABOVEGROUND STORAGE TANKS ABOVE 10,000 GALLON CAPACITY MUST COMPLY WITH MASSACHUSETTS REGULATION 502 CMR 5.00
To comply with this new regulation, an initial API 653 inspection should be performed to establish and document original plate thickness, average actual plate thickness (ultrasonic measurement), foundation viability, declivity, corrosion rate, acceptable fill height, annular ring to shell connection, nozzle to shell connection and general condition of shell, roof, vents, paint, stairways and welds. The initial API 653 inspection shall determine the next required external (and internal as required) API 653 inspection. API 653 requires an external tank inspection be conducted at least every 5 years or at a quarter of the corrosion life of the tank, which ever is least. This external inspection is different than the required monthly inspection that the owner/operator’s maintenance dept. must also perform and document.
Regulated tanks must be certified by a Massachusetts Professional Engineer or a Certified API 653 Inspector on an annual basis. The certification form is submitted to the Massachusetts Fire Marshall’s Office and they issue a Valid Use Permit on an annual basis.
